Broward County Parks and Recreation – West Lake Park 1 & 2
Phase 1 – Engineering
The first phase of this 1,500-acre award-winning environmental park and nature center in Hollywood. Services provided included: paving and drainage improvements for the nature center and associated parking lot, design of three sewage pump stations, water distribution system design, sanitary sewage collection and transmission system design, off-site force main, traffic engineering, surveying, environmental mitigation and design, and restoration of mangrove preservation areas. The project was awarded the Engineering Excellence Award, by the American Council of Engineering Companies in 2004.
Phase 2 – Environmental
Miller Legg has been working with Broward County on numerous phases of restoration at West Lake Park over the past 20 years. West Lake Park is a 1,500-acre estuarine park that sits along three miles of the Intracoastal Waterway (ICWW). Our current project at the Park is the design, permitting, construction oversight, and monitoring of mangrove, seagrass, maritime hammock, and mud flat restoration within the Park.
The latest phase on this project started in 2001 with an initial natural resource inventory and assessment of the park for mitigation opportunities. Numerous spoil islands, created from the dredging of the ICWW, were identified for restoration potential. In addition, several baseline studies were performed, including water quality and hydrologic monitoring, benthic assessments, and seagrass and bathymetric surveys.
Following the baseline studies, a mitigation plan was developed that included creation of seagrass, mud flat, mangrove, and flushing channels by scraping down spoil islands within the Park. A detailed management plan was developed to maintain the different communities while continuing to maintain the Park as a passive-use park. The mitigation plan was then permitted through the U.S. Army Corps of Engineers, South Florida Water Management District, and Broward County and involved extensive coordination with those agencies as well as the U.S. Fish and Wildlife Service, National Marine Fisheries Service, U.S. Environmental Protection Agency, Florida Department of Environmental Protection, Florida Inland Navigation District, and the U.S. Coast Guard. The project was awarded the Commercial Airport Environmental Excellence Award in 2011, from the Florida Airports Council.
Anne Kolb Nature Center
As part of the initial phase of the project, Miller Legg provided wetland jurisdiction services to Anne Kolb Nature Center, an environmental center and boardwalk featuring a variety of species of wildlife located at West Lake Park in Hollywood.

- Wetland jurisdictional determination
- Permit applications and exhibits
- Assistance with design layout of passive park facilities
- Permitting through Broward County Department of Planning and Environmental Protection and the US Army Corps of Engineers
- Contract administration
- Construction inspection
